Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
Section 1. Short title.
This Act may be cited as the “National School Food Security Act of 2023”.
Sec. 2. Findings.
Congress finds the following:
(1) Food insecurity is a serious problem in the United States, with millions of people struggling to access enough food to meet their basic needs.
(2) Children are particularly vulnerable to food insecurity, and hunger can have a devastating impact on their health, development, and academic performance.
(3) Schools play a critical role in addressing food insecurity, and many schools already have food pantries or other programs that provide food to students and families in need.
(4) However, there is no single entity that oversees or coordinates the work of these programs, and as a result, there is a lack of consistency and efficiency in how they are implemented.
(5) Establishing a National School Food Security Agency would help to address these challenges by providing a central coordinating body for food security programs in schools, and by ensuring that all schools have access to the resources they need to provide food to students and families in need.
Sec. 3. Establishment of the National School Food Security Agency.
(a) In general.—There is established in the Department of Agriculture a National School Food Security Agency.
(b) Duties.—The National School Food Security Agency shall—
(1) oversee and coordinate the work of food security programs in schools;
(2) provide technical assistance to schools and other organizations that provide food security services;
(3) collect and disseminate data on food insecurity in schools;
(4) develop and implement strategies to reduce food insecurity in schools;
(5) conduct outreach and education activities to raise awareness of food insecurity and the importance of food security programs; and
(6) designate a liaison to facilitate the collection from volunteers and distribution of foods or vouchers for the needy, as well as the organization, cooperation, coordination, and facilitation of the organizations such as Food for All, fresh start, and the Los Angeles school district/food banks, feed America, the Salvation Army, Second Harvest Food Bank of America, Food for the Hungry, and other organizations that facilitate feeding the poor.
(7)verification of children in the households for the disassociation of standard food distribution centers.
Sec. 4. Authorization of appropriations.
There are authorized to be appropriated to the Secretary of Agriculture to carry out this Act such sums as may be necessary.
Sec. 5. Effective date.
This Act shall take effect on the date that is 180 days after the date of its enactment.
This bill would establish the National School Food Security Agency and provide it with a number of duties, including overseeing and coordinating the work of food security programs in schools, providing technical assistance to schools and other organizations that provide food security services, collecting and disseminating data on food insecurity in schools, developing and implementing strategies to reduce food insecurity in schools, conducting outreach and education activities to raise awareness of food insecurity and the importance of food security programs, and designating a liaison to facilitate the collection from volunteers and distribution of foods or vouchers for the needy, as well as the organization, cooperation, coordination, and facilitation of the organizations such as Food for All, Fresh Start, and the Los Angeles school district/food banks, Feed America, the Salvation Army, Second Harvest Food Bank of America, Food for the Hungry, and other organizations that facilitate feeding the poor.
